Norms and Complaint Mechanism

Academic Ethics and Norms

Academic research ethics is crucial for the ethical development of the global knowledge system and the advancement of academic achievements. Adhering to academic research ethics not only allows MCUT teachers and students to build on the work of previous academics, but also safeguards their intellectual property and that of their predecessors. In order to deepen teachers' and students' understanding of academic ethics, improve the academic research environment, and comply with the regulations of the National Science and Technology Council (NSTC) and the Ministry of Education, MCUT has established academic ethics norms. Since 2017, the university has been implementing Guidelines for Implementing Academic Research Ethics Education Course. From the 2017 academic year onwards, teachers, graduate students, and researchers are required to complete this course, pass online tests on the "Center for Taiwan Academic Research Ethics Education" website, and obtain a certificate of learning and practice issued by the sponsoring unit. The course covers not only the issue of plagiarism, which is a major concern in Taiwanese society, but also provides a detailed description of the basic ethics knowledge required when writing course reports and academic theses. This includes clear citation of sources for quoted data and the correct methods for rewriting arguments. Through this course, deliberate violations of academic ethics can be avoided, and teachers and students can prevent accidental breaches caused by unfamiliarity with academic citation and rewriting rules.

All full-time teachers must complete a 6-month academic ethics education course every 3 years. Without completing this course, teachers cannot apply for university research performance rewards. Graduate students must also finish 6 hours of this course before receiving their academic degree. Additionally, researchers involved in the program must fulfill the required study hours as set out by the relevant authority. For instance, the person in charge of a program applying to NSTC for the first time and the participating researchers must provide certificates showing completion of the academic ethics education course at least 3 years before the research program's application date. These certificates should be submitted to the Office of Research and Development for future reference. After the initial execution of the NSTC program, participating researchers must also adhere to relevant provisions. It's noted that currently, no teachers at MCUT have violated any matters related to academic ethics. However, in the event of violations, relevant teachers will be subject to punishment in accordance with MCUT’s provisions on teachers’ violations of teacher qualifications submitted for review and Regulations Governing the Handling of Academic Ethics Cases.

Gender Equality

MCUT is dedicated to fostering a campus environment that is equitable and inclusive for all genders. To achieve this, the university has established a Gender Equality Education Committee in accordance with Measures for the Implementation of Gender Equality Education to oversee the allocation of resources in each unit, develop plans for gender equality education, and assess their implementation. The General Education Center at MCUT is dedicated to promoting gender equality and eliminating discrimination on campus. To achieve this, the center regularly offers courses related to gender equality to educate students about respecting all sexual orientations and preventing prejudice and discrimination. In the event of any gender-related incidents, such as sexual assault, harassment, or bullying, the university has established preventive measures and a comprehensive reporting system to address and manage these issues effectively. In 2023, no reports of sexual assault, harassment, or bullying were received by MCUT. If students are subject to such incidents, they may contact relevant personnel by telephone (02-2908-9899 # 2319) or email (judy@mail.mcut.edu.tw); if faculty and staff of the university suffer from relevant incidents, they may contact relevant personnel by telephone (02-2908-9899 # 2032) or email (maymay@mail.mcut.edu.tw).
