Discussion and Formulation of Medium- and Long-term Institutional Development Plans

MCUT's medium- and long-term development plans have been carefully formulated in alignment with the university's development vision and goals. These plans consider the current subjective and objective environments and future development trends in Taiwan and adhere to the principles of practicability, continuity, and creativity. They were finalized after deliberation at the School Development Committee meetings and University Affairs Meetings. To ensure effective implementation of the institutional development plans, each unit is required to create annual development plans based on the mid-and long-term development plans. These plans should include specific action schemes and proposed budgets and be managed using the PDCA (Plan-Do-Check-Act) cycle to ensure goal achievement and continuous improvement of relevant mechanisms. Additionally, management assessment mechanisms will be implemented to ensure the achievement of set goals and continual improvement.

The organization has established an “Internal Control Committee” to implement an internal control system. This system is designed to ensure operational effectiveness and efficiency, as well as reporting reliability, timeliness, and transparency, in compliance with relevant laws and regulations. The committee is responsible for providing appropriate suggestions for improving the internal control system to ensure its continual and effective implementation. In addition, an "Internal Audit Team” has been established to perform audits in accordance with the internal control system. The audits aim to assess the effectiveness of and compliance with policies and procedures related to personnel, finance, and operations. In case of identified institutional deficiencies, abnormalities, or other issues, the team conducts regular follow-ups until the identified issues are resolved, thereby ensuring the regular internal operation of the organization.

In response to the highly competitive environment of university education, MCUT is actively pursuing innovations to sustain its competitive edge. The institution bases its medium- and long-term development plans on its school management philosophy, orientation, missions, education goals, and development vision. Informed by SWOT analysis and extensive data research from the Institutional Research (IR) Center, MCUT has formulated future development strategies, goals, and milestones, as well as four development axes and nine strategies based on an assessment of the external environment and internal resources.

Implementation of Medium- and Long-term Institutional Development Plans

For the implementation of each institutional development plan, the business management units of each development strategy shall be responsible for each sub-plan's planning and labor division, and the coordinating and executing units shall promote the implementation of these sub-plans.
