USR Practice

USR Vision and Goals

Ming Chi University of Technology's vision is to use the university's energy to care for society, understand local characteristics and development needs, and practice the goodness of knowledge through community participation. We adhere to the founding philosophy of the Kun-Chung brothers, emphasizing 'taking from society, using for society.' Committed to long-term engagement in social welfare, fostering regional connections, safeguarding sustainable environments, and fulfilling University Social Responsibility (USR), the university established the 'University Social Responsibility Promotion Committee' in 2019. The committee formulated the Regulations for the Establishment of the University Social Responsibility Promotion Committee. The responsibilities of the University Social Responsibility Promotion Committee (hereinafter referred to as the Committee) are as follows:

I. Study and draft MCUT’s social responsibility promotion strategies and goals.
II. Deliberate MCUT’s social responsibility plan and fund allocation.
III. Supervise and guide the execution and assessment of MCUT’s social responsibility plans.
IV. Deliberate other MCUT matters related to social responsibility.
V. Deal with other consulting matters related to social responsibility promotion.

Promotion Organization

The University Social Responsibility Promotion consists of 13-17 members and holds meetings at least once every academic year. Apart from reviewing the incubation type (category A) and sprout type (category B) of MCUT’s USR plan and discussing execution direction, we also invite important communicative and cooperative groups to convene USR local forums and publish an annual report for USR implementation at the end of each year. This is to assess the performance of the plan and make timely adjustments according to field needs. During the meeting, more than half of all committee members must attend, and resolutions require the consent of more than half of the attending members.

The university's Office of University Social Responsibility Promotion is responsible for coordinating, planning, and promoting USR practice and resource allocation to achieve MCUT’s social responsibility goals. The office holds a regular monthly meeting to communicate the status of each planned business and has established key units for university social responsibility. Additionally, initiatives such as connecting the university with local industries through the College of Management and Design and establishing the Action-oriented Office and Southeast Asian Culture Center have been implemented to integrate USR into teaching and administrative planning.

MCUT aims to promote university social responsibility, with the goal of becoming a university of technology with the highest awareness of industrial development and environmental and social care in Asia. In 2023, the overall USR development plan will focus on local issues in the Taishan District from three perspectives: linking with local industries, cultivating new immigrants, and preserving local historical memories. Building on efforts made in the past five years, we have proposed a Sustainable Development 2.0 for Industry in New Taipei City project and an Action Plan for the Northern Taiwan Gallery-Strip of Premier Studies project. We have also developed a plan for Co-op Design - An Experiment of Cultural Life at San Chiao Yung Community based on industrial issues, aiming to integrate university resources with clearer objectives and more systematic methods. We will work to drive local partner schools at each level to proactively explore local demands and solve problems. In regional development, we aim to serve as a local think tank and gradually fulfill university social responsibility.

Practice Plan

MCUT is implementing the second-stage USR practice plan released by the Ministry of Education. We are focusing on issues such as Industrial Linkage, Social Care, Environmental Ecology, and Cultural Preservation/Local Culture and History through two plans: the New Taipei City Industrial Linkage and Economic Sustainable Development Plan and the Action Plan for the Northern Taiwan Gallery-Strip of Premier Studies. Building on this, we have developed five sustainability plans: Local Industrial Development, Care for International Migrant Workers, Academy and Community Creation, Environmental Monitoring and Education, and New Immigrants and the New Second Generation. We are leveraging the local cultivation strength of our Action-oriented Office and Southeast Asian Cultural Center and integrating the professional knowledge and skills from our College of Engineering, College of Environment Resources, and College of Management and Design. Through this, we have established cooperation platforms with partner schools and connected with local government agencies, clubs, schools, and communities to establish mutually beneficial partnerships and jointly address local issues.

Annual Plan of Office of University Social Responsibility Promotion

The Office of University Social Responsibility Promotion holds the "USR Plan Coordination Meeting" in the second week of each month to track the progress of 9 incubation-type plans (category A) and two sprout-type plans (category B). This meeting verifies the relevant handling conditions. The office also organizes USR expert lectures in the fourth week of each month to encourage cross-domain and cross-school dialogues. In 2023, MCUT expanded the construction of five fundamental plans (USR Hub) to develop effective issue networks for mutual support. The university also encourages teachers with different disciplinary backgrounds to participate in USR and guide teachers and students in jointly addressing field issues through relevant courses. In 2023, MCUT’s USR plan received subsidies of NT$ 12.05 million. An additional NT$ 2.15 million of self-raised funds was allocated to support 3 USR plans. Furthermore, an extra budget of NT$ 2 million was used to support MCUT’s fundamental and six incubation-type plans. To encourage reflection on issues like environmental sustainability, industrial innovation, and care for the disadvantaged, and to adhere to the tenet of "Local Connection and Social Responsibility," MCUT appropriates NT$ 2 million to solicit proposals for USR incubation-type plans every year. The university also collaborates with public sectors, NGOs/NPOs, and schools at each level to address field issues. In 2023, 10 proposals were solicited from teachers in each college and department.

Development of Campus Environmental Education at Elementary and Secondary Schools in Communities

MCUT is located in Taishan District, New Taipei City, near Wugu Industrial Park, Shulin Industrial Park, and small plant areas. This creates an important industrial cluster in New Taipei City. MCUT works with local elementary and secondary schools to promote environmental education. Specifically, MCUT collaborates with Mingzhi Elementary School, Taishan Elementary School, Yixue Elementary School, Tong Rong Elementary School, Taishan Junior High School, Yixue Junior High School, and Taishan Senior High School. The campus covers an area where nearly 70% of the land is hilly or riverine, with dense forest vegetation and winding streams, creating abundant natural ecological resources. MCUT is committed to sustainable environmental development and considers it a mission of the university's social responsibility. Teachers and students engage in activities such as the Tamsui River Waste Fast Screening Survey, Water Quality Survey in Taishan District, and Environmental Education Travel Map, based on environmental surveys, hydrologic and historical context, and environmental changes. Additionally, MCUT collaborates with Hsinchuang Community College, Linkou Community College, the Society of Wilderness Program, the World Association, and Nanya Technology Corporation to collectively reflect on the importance of the natural environment and inspire each other through group discussions.
