Campus Health & Safety
MCUT adheres to the spirit of “Diligence and Perseverance”, fulfills its responsibilities, and moves towards sustainable development. We aim to enhance the environmental quality of our campus, prioritize occupational health and safety (OSH) management, and follow the PDCA cycle to continuously improve our environmental health and safety (ESH) performance. Additionally, we integrate safety into students’ daily campus life by handling security incidents in real time and enhancing their safety awareness. We also focus on promoting a positive campus safety culture and creating an environment that ensures the safety of all faculty, staff, students, and stakeholders. ESH Management
In accordance with the operational model outlined in the Measures for Occupational Health and safety Management, MCUT has established the "Office of Environmental Protection, Occupational Safety, and Hygiene." This office includes the "Environmental Protection Team" and the "Safety and Hygiene Team." The Safety and Hygiene Team consists of 2 dedicated OSH personnel and 1 vocational nurse and is responsible for OSH management, fire safety supervision and guidance, and radiation safety protection across the entire university. The Environmental Protection Team is responsible for campus waste and sewage reduction and treatment, campus environmental management, education and training, and project promotion. Additionally, the President leads the "Toxic and Concerned Chemical Substance Operation Committee," which includes 49 members, 19 of whom are labor representatives (approximately 38.8%). This committee convenes quarterly to discuss environmental safety and hygiene matters, as well as the management of toxic and concerned chemical substances.
Occupational Safety Management System
Part-time staff MCUT passed the campus health and safety management system review by the Ministry of Education and obtained the relevant certificate on September 30, 2021. MCUT achieved ISO 45001 certification and obtained the relevant certificate in July 2022. The scope of this certificate covers the administrative offices and laboratories of each department. The applicable objects are the faculty and staff from each department of the university as well as Part-time staff.
Through an operation mode focusing on hazard identification and risk assessment, we adopt daily operation checks and risk level evaluations to ensure the chemical safety and fire safety of laboratories with priority. To this end, we have developed relevant measures or procedures such as “Toxic and Concerned Chemical Substance Operation Committee," “Regulations (Measures) on Health and safety Management," “Measures for Laboratory Management," “Administrative Measures for Firefighting Equipment Safety," and “Administrative Measures for Accident Handling," and established a chemical management system platform to execute each evaluation and classified management work, to reduce the risks of laboratory operations effectively.
In the event of an accident or safety incident, an investigation team will be established in accordance with the Administrative Measures for Accident Handling. The investigation will proceed through five steps: establishing a timeline, dividing the tasks among the team members, collecting relevant information, identifying the root cause, and providing recommendations for improvement. This process is aimed at reducing potential safety concerns on campus. It is worth noting that over the past three years, there have been no workplace accidents on campus (including incidents in laboratories) that have resulted in harm to faculty and staff, Part-time staff (including those in laboratories), or contractors.
Environmental Management System
MCUT introduced ISO 14001 Environmental Management Systems and obtained certification in 2012. We have established a "Campus Environmental Management Review Committee" to continually promote the environmental protection management policy and improvement mechanism per PDCA principle. In 2019, MCUT formed a Green University Promotion Committee. This committee is responsible for tracking the performance of greening and energy resource indicators of the campus annually, such as power and water consumption of the university and environmental greening. Following the spirit of the "Declaration of Environmental Protection & Health and Safety Policy," we are continually moving towards the goal of becoming a sustainable university. To create a safe and environmentally friendly campus, MCUT has also established relevant management systems for "Campus ESH Improvement," "Laboratory Waste Liquid Management," and "Toxic and Concerned Chemical Substances (Drugs)." Through information e-management, we can fully address abnormalities in the campus environment as well as health and safety to reduce and mitigate risks.
OSH Education and Training
The Environmental Protection, Occupational Safety, and Hygiene department regularly organizes general health and safety education and training, which lasts at least 3 hours each time, for new faculty and staff, graduate laboratories (including foreign students), and outsourced contractors. It also provides dedicated health and safety personnel with 3 hours of retraining courses every year. Additionally, fire brigades are invited to assist in organizing fire protection training for all new students and fire protection and prevention training for faculty and staff. This is done to improve the ability of the faculty, staff, and students to prevent disasters.
Operational safety is emphasized in off-campus internship fields. We require cooperative internship organizations to provide industrial safety education and training to ensure that students learn about the internship environment and relevant knowledge on industrial safety, thus avoiding industrial safety hazards. After the Contract Awarding Center awards contracts for relevant projects to the contractors, a “Letter of Project Undertaking” and “Construction Operational Safety Notification” will be delivered to relevant contractors and their construction personnel. Precautions for the workplace environment, reminders of potential hazards, and required health and safety measures, etc. are listed in the aforesaid documents in detail, and contractors and their construction personnel are required to sign these documents after reading.
Emergency Response and Disaster Prevention
MCUT has implemented strong risk control measures for the "Chemical Laboratory" and "Machinery Internship Factory." Each laboratory is equipped with first aid kits, protective clothing, safety shoes, and emergency shower devices. The operational environments are regularly monitored every year to reduce hazard exposure. Monitoring items include acetone, ethanol, sodium hydroxide, acetonitrile, nitric acid, sulfuric acid, phosphoric acid, among others. Safety goggles and protective clothing are provided at the Machinery Internship Factory, and intern students are required to wear these facilities to improve safety. The university's security center is responsible for disaster prevention work. A campus disaster prevention and rescue plan has been established, with dedicated personnel from Military Training Education implementing the plan, and support from the Office of Environmental Protection, Occupational Safety and Hygiene, and the Office of General Affairs. Additionally, SMS and OA notification systems have been established for real-time notification, mobilization, and emergency response.
Drills and Evacuation
The university follows the guidelines set by the Ministry of Education for campus disaster prevention and emergency response. Different types of drills are held regularly in September to prepare for scenarios such as laboratory fires, rescuing the injured, and earthquake shelter protocols. These simulated practices help reinforce our capabilities to prevent disasters, rescue individuals, and respond to emergencies. This cultivates safety awareness among faculty, staff, and students and helps reduce losses from disasters. We have hired professional agencies to inspect firefighting equipment in compliance with the law. Additionally, laboratories are required to conduct independent inspections to ensure the availability of necessary emergency response and disaster relief facilities.
Employee and Student Health
In order to ensure the health and safety of faculty, staff, and students, we apply for the "Health Promotion Plan" of the Ministry of Education annually. We organize various activities such as "Healthy Positions," "Sex Education (Including AIDS Prevention and Treatment)," "Smoke Hazard Control (Including Smoke-free Campus)," "Healthy Diet," and "First Aid Training" to promote a healthy campus. Additionally, we conduct regular environmental monitoring and health checkups every year to assess the well-being of personnel and prevent occupational diseases. At present, the extent of health checkups varies based on the different environments personnel are exposed to. Furthermore, we conduct "Health Plan Care" activities, health education advocacy or lectures, and other relevant "Health Promotion Activities" to foster a reassuring workplace and emphasize the importance of campus health and safety to all faculty and staff members. In 2023, no occupational diseases determined by specialty physicians occurred at MCUT.

Health Promotion Activities
In 2023, a health promotion plan was implemented featuring a 3-hour lecture on the "Prevention of Cardiovascular Diseases" by Nutritionist Hsin-I Hsu. A total of 62 people attended the lecture, and 52 questionnaires were collected after the event. Of those surveyed, 47 participants (90.38%) reported being "Very satisfied" with the lecture, while 5 (9.6%) were "Satisfied". Feedback indicated that the contents of the lecture were helpful and well-received. Additionally, electronic posters were used to educate and advocate for health, focusing on topics such as preventing heat stroke, winter sports precautions, and AIDS prevention and control.
Motorcycle Traffic Safety Advocacy Activities
Additionally, to show concern over the traffic safety issues of faculty, staff, and students, Traffic Management Committee meetings are convened yearly to report the advocacy results of traffic safety education, statistics gathering and analysis of annual car accidents, and other relevant issues.
MCUT has entrusted Broken Angel Traffic Safety Promotion Company to promote the correct concept of safe motorcycle driving to reduce student traffic accidents. The initiative aims to prevent accidents caused by students while driving a motorcycle. It includes static teaching contents such as statistical analysis of car accidents, recognition of driving speed of motorcycles, traffic violation penalties, accident prevention, understanding of road dangers, right of way, and handling of vehicle accidents. Also, lively teaching methods and dynamic motorcycle demonstrations engage students effectively. In 2023, a traffic safety explanation session emphasized the importance of safe and defensive driving practices when obtaining motorcycle licenses.
Food Safety and Hygiene
To ensure the hygiene, safety, and quality of campus catering, MCUT has established various monitoring mechanisms and measures. Firstly, two food inspections are conducted every semester on an irregular basis, and the food samples are sent to the medical department of Chang Gung Memorial Hospital for testing. Additionally, SGS Taiwan is invited to perform sample collection and inspections on campus every year. Items such as rice, oil, ready-to-eat food, and water are primarily tested. The test results are announced on the notice board in the dedicated section for dining of faculty and staff to ensure transparency and openness.
In addition, we regularly hold a "Catering Committee Meeting" every semester to better understand and respond directly to the needs and opinions of relevant parties. This meeting serves as a platform for direct communication among students, management, and vendors. The attendees include campus supervisors, restaurant supervisors, student representatives (catering committee members from each class), and vendor representatives. During this meeting, we discuss future improvements based on the consensus reached and the opinions of the catering committee members to ensure continuous enhancement and improvement of catering services and food safety.
Drinking Water Hygiene Management
MCUT’s drinking water is supplied by the tap water company. Every year, a qualified contracted vendor is entrusted to clean our water storage facilities regularly. Additionally, we have a contracted water dispenser vendor responsible for regularly maintaining the water dispensers and replacing their filters. To ensure the water quality, we have employed SGS, a third-party impartial testing agency, to conduct sampling inspections on the water dispensers used on campus every three months. The specific test conducted is for "Coliform bacteria." In the event of a failed test, the affected water dispensers will be identified and suspended from use, and the relevant maintenance vendor will be notified to rectify the issue until the water dispensers are qualified. All 170 water dispensers at MCUT passed the test in 2023. Furthermore, 25 water dispensers were selected for spot checks each time, exceeding the inspection threshold of 1/8.
Security Monitoring System
In 2022, we enhanced campus safety management and verification by establishing a security team. The team consists of 4 full-time employees, including 1 team leader and 3 team members selected from department personnel. We adopted a dual-system approach, integrating campus security with outsourced security. The security team manages university security affairs and oversees security staff's education, training, and attendance. To ensure campus security, we installed a campus-wide fiber optic security network to connect to the monitoring mainframe. Additionally, we have been consistently replacing old monitors in public areas. We have already scheduled the replacement of the stadium monitoring system in 2024. Moreover, we have intensified the management of student activity areas and entrances and set up 15 emergency calling stations throughout the university. With road monitoring and dynamic tracking, we are able to promptly assess the conditions around the campus and ensure 24/7 campus safety to prevent potential hazards.
MCUT places a high priority on campus security and has implemented six essential policies to ensure its maintenance. These policies encompass campus access control management, campus patrolling intensity, creation of a campus security map, monitoring and emergency assistance systems review, campus security testing and planning, and implementation of major disaster drills. To maintain stringent security measures, entrance gates are under 24-hour control, and a vehicle recognition system is employed for authorized vehicle access. A state-of-the-art motorcycle license plate recognition system is anticipated to replace manual and card-swiping approaches by 2024. The security team diligently conducts scheduled patrols and promptly reports any anomalies to uphold campus security. Moreover, access control measures are implemented at department buildings and halls during nighttime and holidays to prevent unauthorized entry. As a result of the rigorous security monitoring system, no theft incidents were reported in 2023.
